Is it possible to extract the information that one would normally see when you hover over an SLA within an issue?
I have attached a picture of what I am trying to report on - like the % of that SLA and when it was met/not met.

You can extract the SLA field value to Excel. It is a negative value if the SLA was breached and positive if that was met.
The field value is rendered in red color if it is negative (see the last column):

if you're open to solutions from the Atlassian Marketplace, this would be easy to do using the app that my team and I are working on, JXL for Jira.
JXL is a full-fledged spreadsheet/table view for your issues that allows viewing, inline-editing, sorting, and filtering by all your issue fields, much like you’d do in e.g. Excel or Google Sheets. It also comes with a long list of so-called smart columns that aren’t natively available, including the goal duration progress of your SLAs.
This is how it looks in action:
As you can see above, you can easily view, sort, and filter by your SLA's goal duration, and also use it across JXL's advanced features, such as support for (configurable) issue hierarchies, issue grouping by any issue field(s), sum-ups, or conditional formatting.
Of course, you can also export your data to XSLX (Excel or Google Sheets) or CSV in just two clicks.
This all just works - there's no scripting or automation whatsoever required.
