I can't set Bulk Edits to a Role, this global permission is restricted to Users & Groups.

Is there a page I can read about when to assign Roles and what their limitations are.

roles are for specific projects.

Yes, that's why you can't use roles for bulk-edit - the bulk edit lets you edit across projects, and it would be a nightmare to try to sort out "you can only bulk edit a quarter of the issues on your filter". It's similar for the "dynamic" roles like assignee and reporter.
