Not really. Atlassian don't publish roadmaps for most of their stuff, and even the internal ones don't really get a lot of visibility.
You can get some good ideas from their blogs and from the issue progress at jira.atlassian.com, but there's nothing formal and public that I'd call a roadmap. I'm not seeing much sign of one of the big things I am pretty sure is happening to JIRA in version 7. If I have understood correctly, then the change I'm thinking of is definitely something I'd expect to see on a roadmap, but we don't have one (and I could be wrong about the change)
