Using the same email address for another user is a really bad idea, it causes problems if you are using the internal directory for access, and if you have mail handlers processing incoming mail.
That said, if you have fully deleted a user, there is no problem re-using it.
So, as you seem to be asking, I assume you are having problems re-using it - could you tell us if you are on Cloud or Server, and if you're on Server, what the actual problem is?

I don't think there is any limitation in JIRA for the user's email address. You can actually have more than 1 user with the same email address.
If you are seeing any error or any problem with the application while updating the user's email address, please be more specific so that we will be able to understand your problem.
