Restricting Users to only create Sub-Tasks

Hi, I was wondering if, in the on demand version of JIRA, it was possible to restrict Users from opening tickets.

We're using Greenhopper, and people keep accidentally opening User Stories (tickets) instead of Sub-Tasks.

With the current available plugins, I do not think so.
