Restricting User Administration Rights

I would like to be able to give someone the rights to administer workflows however I do not want them to be able to administer all workflows and/or the rest of JIAR, is this possible?

However, if you have Greenhopper in your system, then you can let project administrators use the "simple workflow" option, that essentially lets them define their own workflow. https://confluence.atlassian.com/display/GH/Using+GreenHopper+Simplified+Workflow
