Can the use of priority indicators that can be used be restricted to a subset of all existing indicators on a project by project basis?
Suppose 10 priority indicators exist for different purposes and for a particular project only 4 are presented and available to be used for that particular project.

It's still!! not available in JIRA out of the box. For now you can try Extended Schemes for JIRA which allows you to manage (hide and show for Projects/Issue Types) for Priorities, Resolutions and Link Types. Unfortunately, from the technical reasons it's only available on server now.
