When I check workflow, get the following info inside an instance by JIRA Software7.6 which I restore xml onto:

also, this workflow used by 10 projects.
However, I cannot see 'transaction' buttons at all if I view any issue. What would be the reason not getting 'action buttons', please ?
perhaps, the user setup not restored correctly ? Please advise.

There are two possible solutions for this. The least involved one is found in Unable to transition issue after upgrade plugin:
Workaround
Try moving the issue to a new project or issue type, then moving it back.
Resolution
Use the Database Integrity Checker and fix any issue shown
The second method to resolve this requires database access. If you're unable to resolve the issue using the information in Unable to transition issue after upgrade plugin please follow the steps in Workflow transition button disappeared from the issue view page.
