some time I did not use and did not pay, how to restore access and pay?
You can re-activate a dead Cloud account by paying before it expires. But that time-limit is not long, if you've left is past expiry, it's been deleted completely, and there's nothing you can recover.
How long was "some time"?

I don't believe that a system that old can be recovered.
