I need some assistance regarding workflows and reporting. I need to supply report on how long incidents (jira's) are with assignees i.e Infrasturture Support, Testers and Support desk. This is to help us identifiy where progress is slowing down with in the business.

The Better Excel Plugin has a built-in report that is quite close to your requirements. It calculate the time spent in status X (where X is each status that an issue has even been in) by various dimensions, like by issue type:
