We would need to see the full stack trace associated with this to know what the issue is. If you have a valid support license, this may be better off handled in a support ticket. https://support.atlassian.com/

Without knowing any additional information, it appears that someone was trying to Log Work into an issue.  I would make sure that all of the Work Log/Time Logging permissions are set correctly.
