Have a look at the Clone Plus plugin. It gives you an option to clone or not to clone attachments.

Hi!

You can use https://marketplace.atlassian.com/plugins/ru.andreymarkelov.atlas.plugins.utils plugin. It is FREE and provides Clone Post function where you can set required behavior (clone links, attachments, ect)

Clone plus works from the UI. For a post function, consider Create on Transition Plugin for JIRA which has an option for copying attachments.

More info: I am using the script runner to clone a ticket, and looking for some way to exlude the attachment copy.
