Hi, We need to delete our administrator user. We need to asign that role to other user, could you copy the information about credit card in the other user?
Do you mean the user who "owns" the Atlassian account that you bought JIRA with?
Or the JIRA application administrator?
Yes I mean the user who get JIRA. It will be possible to transfer the Atlassian account to another service desk user?

Yes, go to my.atlassian.com and log in as the current owner. They can add other people to the billing section (and technical too).
Then the new people can remove the old owner.
