Release Permission on the Planning Board

Hi,

Does anyone know how to give one permission to Release fix version on the Planning Board without giving this user the Administer Permission?

I need to do this for more than one user actually, but the only way I found out is by giving them the Administer Permission. But I don't want them with access to everything else that this permission provides. All they need is to be able to 'Release' versions.
