Re-activating a disabled user account in Jira

I'm trying to re-activate a de-activated user account and am hitting a wall.

 

The message I get when I am in their 'user details' page is:

This user's Atlassian account has been disabled. Contact the user's organization administrators to enable the account.

 

When I go into the '...' I'm unable to prompt a password reset either.

 

I'm a site org admin, but can't figure out where to go from here!

This atlassian account has been shut down on the request of the person who had it.  This individual has chosen to not have that account any more

You cannot do anything about this.  It is not your account, it belongs to that person, and they will need to recreate it or provide you with a different account for them
