Raise this request on behalf of field was not showing at the service desk customer portal , How can I make it to visible to customer

Not sure you can - the point of the Service Desk is for customers to raise their own requests.  If you're raising requests on behalf of someone, then you should be an agent.

It's not possible to show this field for customers, only for Agents. I also noticed you are using Cloud, so even if we can find a script to change this field's behaviour, you won't be able to apply to your JIRA Service Desk, since no customisations are allowed in this environment.
