We recently upgraded to the JIRA 25 User license. So currently we have both a JIRA 10 User license and the JIRA 25 User license. The JIRA 10 User license is set to expire soon.
Will our support agreement with Atlassian continue, without interruption, under the JIRA 25 license after the JIRA 10 User license expires?

Whichever license you have that is active grants you technical support and upgrades.

As you have a 25 users license you will be having support until that license expires. Like the 10 users was replaced.

Technically, you did not "upgrade" - because Starter licenses are not upgradeable. Only 25+.
Your 25 user license is a new one. If you look in your MyAtlassian account, you should have both licenses listed.
If down the road you need to expand your 25 user license, this would be an "upgrade" -
