Hello Donald,

There is a feature request to implement this functionality in JIRA natively. The feature request is here:

If you go to the feature request, you can upvote it for inclusion in a future release of the product, as well as post a comment for your business case for such an inclusion. The commentary on that request ticket might prove useful to you.

There are plugins that can give you an approximation of this functionality. One such popular plugin is Script Runner's "Copy Project" capability:
