Pricing with Google Apps integration

How does pricing work when using Google Apps integration? The JIRA users page shows all associate google apps users, but only some have logged in. Are we billed for each user listed, or only those that have logged in?

Also, is there a way to restrict JIRA access from some Google Apps users? We don't need everyone in our company joining the JIRA party.
