Prevent user from being assigned as first, second AND third level QA person.

I have a "bug" workflow that has 3 seperate QA steps that must be passed in order for the ticket to be considered "fixed". I have a single select at each point for selecting the QA individual and setting the assignment based on that selection. I do not want any individual to be assigned to third qa IF that individual was both the first and second qa person.

Example 1:

Joe was assigned as the first level QA person,

Joe was assigned as the second level QA person

Joe should not be able to be selected for the third level QA person

Example 2:

Joe was assigned as the first level QA person

Sandy was assigned as the second level QA person

Joe can be assigned as the third level QA person

Nothing super fancy unless you provide instructions.
