Prevent issue resolution when associated issues are still open

How do you configure Jira to check for any associated issues are open prior to moving to a done or completed status?

Example. I am using an issue type of Risk and associate it with a Story,Task,etc.  I would not want a story,ask,etc to move to a completed-done status until all associated Risks have been mitigate or an separate approval has been made to allow.

Sometimes it's useful to prevent the closure of a risk until all of the mitigation tasks have been completed. I wrote a blog post about that last year: Using sub-tasks with risks. The article has some stuff that's specific to our product, but the principle is generally applicable.

You can put a condition that all subtasks must be closed, but not another issue out of the box. There may be a plugin or scripting may do it.
