Prevent Deactivated Users from showing up in Add Watchers

I have deactivated users which are not in any groups. However they still show up when you type their name in the 'Add Watchers'. Is there a way to disable this? or is something wrong?

When you try to add them, it correctly displays "There was an error adding watcher. The user "john.doe" does not have permission to view this issue. This user will not be added to the watch list." However, I would like them not to even show up in the list, same behavior that prevents them from appearing in the 'Assignee' list.

There is no way to restrict this users to appear in the wathers field. In fact, there is a bug request for it, you can check it here:

And as far as I know, there is no workaround for this until now.

Thanks Andre. I've voted and voiced my opinion. I would think many admins would want this, since adding a deactivated user creates and error. It's just extra confusion in the list. Thanks again.

I hope this one doesn't take years to implement.
