It was necessary for us to have a number of Jira Admins, however a few mistakes have been made due to one or two of them not fully understanding what they were doing.
I wondered whether it is (or will be) possible to restrict Administrators permissions in the same way you do with users?
E.g. I would like 4 of the Administrators only to be able to create new users and add/remove them to/from groups, create version numbers and create projects. But nothing else (not able to delete anything etc).
Is there a way to do this?
try evaluating this plugin: https://marketplace.atlassian.com/plugins/com.jtricks.j-protect
You can protect the admin pages using the appropriate URL pattern under configuration. See http://www.j-tricks.com/j-protect-plugin.html for more details.

Yup, although that boils down to "no, you can't do this, yet" and then "See https://jira.atlassian.com/browse/JRA-3156 "
