Portfolio --> Agile

I want to create a project that has non-dev and dev components. If I create the non-dev "stages" using JIRA Portfolio, can I then export this information to Agile so that the Technical Project Manager on my team won't have to re-input all the project information?

You can filter the information that you want to display on JIRA agile. JIRA Agile is not a separate tool but embedded within JIRA. You do not need to do any export/import.

You can filter the information in JIRA agile board by modifying the filter query that is used to populate your agile board.
