1) We have two security levels; external and internal. external is set to 'Anyone'
2) In the permissions scheme, 'browse projects' is set to 'Anyone'
Yet, when trying to view an issue set to 'external' without being logged in does not show the issue. In fact, no issues are shown (across all projects managed by the above two) even though several issues are set to external.
Please clarify what could be missing. We use v7.0.5#70114-sha1:6afd55a
The use of "anyone" in security schemes seems a little broken to me. You have set up everything correctly, and the docs definitely say it should work.

I suspect you'll need to remove the "external" scheme and simply not set a security level when you want the issue to be externally accessible.

It seems that trouble could be with security scheme. Try to diable it for short time to check.
