How to Manage a collection of Issues (of different Types or Same Type) under a Parent Issue..?

Like Nic, suggested, Sub-tasks are pretty easy for this and can be added to any issue.  The downside is that they are limited to only Sub-task issuetypes and have to be tied to that specific issue.

The other way to do this is to use the Epic issue type as the parent and the epic link field to link all other issues to that parent.  This solution will allow you to bring in issues from any project and be a bit easier to manage when it comes to using scrum boards.  It also displays all related issues in a nice list when viewing the Epic.

I also use components to represent locations. And there is a nice Component Hierarchy plugin available in the market place called JEXO

Create sub-tasks under the parent.

The first one you'll need to create from the actions menu, but once you have one, a panel will appear showing them, and that has an "add subtask" button on it.

Your administrators will need to make sure you have sub-task types in the project's issue type scheme.
