Page level restrictions for Jira cookboook for migration from ClearQuest.

This question is in reference to Atlassian Documentation: Migrating from Other Issue Trackers

I am working on migrating data from ClearQuest to Jira, however, when I go to the link provided above (https://confluence.atlassian.com/pages/viewpage.action?pageId=283641360) for the Jira cookbook it gives a page level permission statement. Why? How do I get permission to view this page?
