I want to set a SMTP server on my instance but the "Outgoing Mail" part is empty.. Is anyone have a solution ?

Check if all modules enabled in "Atlassian JIRA - Plugins - Mail Plugin".

JIRA Administration -> Add-ons. Select System, find "Atlassian JIRA - Plugins - Mail Plugin"

(../plugins/servlet/upm/manage/system#manage)
