How to order issues of same priority? Can this be achieved by ranking issues? Or is it by flagging issues?

Yes, you can achieve it by ranking. Ranking is relative and you can do it even on issues with same priority. See https://confluence.atlassian.com/agile/jira-agile-user-s-guide/working-with-issues/ranking-an-issue for more details.
