Order of custom fields not showing correctly on the screen

1. Cutom fields were added correctly on the add custom field 
2. Screen was configured to be used for the project
3. Although the custom fields were added they are all still showing at the bottom and not the order I want
4. I've re-indexed also

Which screen? A screen when you're creating issue or a screen when you're viewing issue?

thanks, this is now resolved. I did check on screens. The effect just took a while.

Look in screens again. There are several screens, and all of them depends on workflow.
