Opt-In Notifications for Service Desk ticket Watchers

I need to set up issue notifications for watchers of a specific Service Desk project.  The group I'm targeting are not licensed JIRA users and nor issue reporters, they are Managers who want to stay updated but not necessarily "working" the tickets. 

Manually opting in to each ticket is not an acceptable solution for them.  So I would like to automate the opt-in process using a "trigger" or to disable the opt-in requirement for a specified list of email recipients.


I'm not sure how to set this up, hoping this JIRA community can assist with some guidance.
