Only two gadgets available after upgrade to 7.1.9

Nearly all of my gadgets are missing from the Add Gadgets UI after upgrading JIRA to 7.1.9.  The existing dashboards display all of their gadgets properly, and the gadgets can be edited.  I see errors like the following for every gadget, even standard JIRA gadgets:

This makes me think JIRA is hitting the URL incorrectly.  I can manually add gadget URLs through the manage gadget UI in the admin settings, but this is painful and should not be necessary since these are not external gadgets.

Hi John,

In JIRA 7, when adding a new gadget to a dashboard the number of available gadgets is pretty low (2 in your case), however there is the option to load all gadgets, which lists all the gadgets as before.
