One way to check why the email not delivered to particular user. Navigate to the issue which user is reporting that mail is not delivered. In that issue Click on Admin and Select Notification helper there provide the user name & Notification event and submit, it should show you the reason why mail is not sent. The reason is the particular user might not been viewing the issue.
So if he is viewing the issue and even after that he is unable to get the notifications, you can make use of the above shared answers, which will help you to resolve the issue.
Notification helper will help you in finding out the reason for it.
Individual stream can have the watchers addition, can we have multiple streams at once...…..
For example Procurement, Pre execution requirements, post approvals are the stream in Project-1, I can make watchers list for individual stream, can't I make it for Project1!!!!!!!!

To add users as watchers go that particular issue and click on Watchers option(it will be right side) and there click on the Watchers Number, we can add users to watch that issue. Pls see the Screenshot as reference.
One Important thing over is to Add Watchers to Issue one should have Manage Watchers Permission.
Individual issues we can have as many users in watchers list.
Currently jira doesn't have option for multiples issues, i.e only issue level someone has to add the watchers.
