One of my custom field is locked and is unavailable for the subtask. How can I unlock it?

I have created a custom field in JIRA, it is showing locked to the subtasks under user story. I need that custom field to be enabled for the subtask. How can that be unlocked?

Can you insert a screenshot showing that the custom field is actually "locked"?
