Hi Shiva,

Fields can only be unlocked through database update, as you can see on How to unlock a Locked field. As Cloud users has no access to database, you may submit an issue on support.atlassian.com.

You can unlock it only in DB. Unfortunately, not an option on JIRA Cloud. You might want to check with Atlassian support.
