On the Version Report, why are my story-pointed Epics showing up correctly at the bottom of the page, yet the graph at the top does not include them?

I learned from a coworker that until 10% of the defined story points for the Version are marked as Done/Closed, the version report will not show the projected completion info for the remainder of the release.  Until 10% is reached, the x-axis of the Version Report will only display a few days worth of recent history.
