On the Project Issues tab how can you set a new filter? Right now when I click on my project I see a summary tab and under that I see an issues tab. When I click on that I get a nice view of the project by things like staus, priority and so on. I see there is a filters section. And under that there are several things you can click on like outstanding, all issues, resolved and so on. How can I add my own filter to the filters section?

To do any of this you'll need to write a plugin which isn;t going to be allowed on OnDemand (see policy page)

if you were doing your own local server, you could add a project tab panel for a new tab

or I suspect the issue tab comes from the project Panels plugin which is bundled with Jira. You'd have to extract it, make modifications and rebundle it. Not a simple under taking.
