We are on the lowest level on OnDemand service with Jira and Confluence (10 users). I notice from time to time there are performance lags, where it will take an unusually long amount of time to load a page.
I was wondering if the higher user levels offered improved performance? Perhaps the instance gets a higher resource allocation? Are there any other ways to improve performance of an OnDemand instance, besides moving Jira local?

Most of the performance reports of this nature we receive are related to network latency somewhere between your computer and our data centre (located in the eastern part of the US). As Omar mentioned above, you can contact Support and we can work with you to try and isolate the problem.
Higher user tiers and whether or not you're evaluating makes no difference to the instance you are provisioned with and therefore shouldn't affect performance.
Where are you located? Are you in Europe? Might be good to do a ping test to rule out latency from their data center. Would be a good start.
