Some time ago we tried to relocate our Zephyr plugin licenses (10) to production JIRA server (10000+ licenses).
That's enough for us because we have only 10 active Zephyr users. No need to get more.
But JIRA reported as error that number of Zephyr plugin licenses (10) must be equal to number of server licenses (10000+).
Is it common rule - despite of real plugin number of licenses needs we must use the same number of licenses which JIRA server uses?
If no - how to force JIRA server to allow plugins with number of licenses not equal to server ones?

Note: If you are using JIRA Agile, JIRA Capture or any other add-on, the add-on licenses must match the user count and type of the parent product. For instance, a 500 User Commercial JIRA Server license will require a 500 User Commercial JIRA Agile and/or JIRA Capture Server license.
