Is it possible to have the Issue Reporter receive a notification by email whenever a Sub-Task is created from that Issue?

.... or use this one if you want only to concentrate on your business needs:

Look here: http://confluence.kepler-rominfo.com/display/SIL/sendEmail - can it be simpler than that ?

This looks useful too; I will most likely try both this one and ScriptRunner. Always good to have more tools at our disposal.

I think this could be due to the following reason: Does the user has notify me enabled on their profile, you can change this default behavior following the documentation below:

https://confluence.atlassian.com/display/JIRA/Configuring+JIRA+Options

To set particularly to a user:

Please check your mail handler configuration and ensure that notifyusers is set in the handler parameters. Ensure that the User Preference for "Notify users of their own changes?" is set to YES in Administration > Users > User Preferences. It should work following your notification scheme defined, sub task works exactly like other issue types

Just guessing here but maybe you could use the Script Runner plugin to script a custom email
