By default all our issues are raised under a distribution list called "Default Team"
When I then go into the ticket and assign the ticket to (for example) Bob, an email notification is sent to the reporter, Bob and "Default Team"
Is it possible that when a ticket is assigned, a notifcation goes to the reporter and Bob (the new assignee) and not "Default Team" (the previous assignee)
another reson would be, Issue Update event may be triggering
check issue update event by configuring "Issue Update" event to notify Reporter and Current Assignee
Currently Issue Updated is set to only notify Reporter, does that need to change?

ok then the problem is not with notification scheme,
check is there any custom listeners are configured to send mails on "Issue Assigned" ebvent
