Is it possible not allow to move issue from "To Do" to "In Progress" if story point estimate filed is not filled?

These things you would typically do from the workflow -- find the transition you want to limit, and add a Validator to it, something akin to "Story Points" required.
Then when you try doing this transition it will validate and stop it if story points are not filled in.
I would though be more cautious about what validators you add - this could make people put made up numbers just to skip it, which can start giving you wrong false velocity metrics.
Just to mention - make sure that the Workflow you are applying this to is used in only projects you want this validator for. If it's shared then you might want to make a copy of it so that the validator only really runs where it's supposed to without affecting others.
