Need to configure add-on(SMS Sender from polontech)

I need your kind guidance to configure this add-on for our JIRA in-house instance. I have installed this plugin and now I need to check on below two points.

1) How and from where to buy subscription for SMSs

2) How can I restrict its usage to single project which one is bearing its cost.

Most addons do not support this sort of restriction, and I think this one falls into that category.
