Need to change the permissions on a Jira board

I need to help a team upload a CSV file to the Jira board, but I can't seem to figure out how to change the permission settings so this can be done by someone! Help!

Your friendly Jira Administrator will need to do this. It's not something that can be done without Jira admin permissions.
