Need details on /rest/api/2/webhook/failed

Hi,

I would like some details about this endpoint : /rest/api/2/webhook/failed 

First, Is it available on on premise version or is it only available on the JIRA Cloud ?

If it's available on JIRA on premise version, which jira version, do I need ?

In the documentation, we can read :

After 72 hours the failure may no longer be returned by this operation.

If I understand correctly : 

JIRA tries few times to reach the receiver, but for some reasons, it can't and stop retying. At this moment, the data can be retrieved /rest/api/2/webhook/failed, but after 72 hours, the data is lost ?

Lastly, can we increase the number of hours through a config file or something else ? e.g 72 -> 144

Looks like that's a cloud only REST endpoint. Here's the latest Server/DC REST APIs: https://docs.atlassian.com/software/jira/docs/api/REST/8.22.3/
