'Mysterious' user not appearing in our site's User Management but is appearing in our site's People

Hi, 

I am an Org & Site Admin. There is a user in our People (___________.atlassian.net/jira/people/) that does not appear in the search results of Administration > User Management > Users when searching using their display name.

The only way to find them in a search in Administration > User Management > Users is to search by their email address.

This is not the case for everyone, as many other users appear when searching for their name or partial name.

Can anyone explain this to me? I would like to know if this is a bug or some expected behaviour I don't understand.

I am concerned that this will leave gaps in our company's offboarding process.

Does this user have any issues associated (as reporter, assignee or comment)? Is the email address from your domain?

Hi Dave, they have 2 Jira Software issues related to them in the People view. 

The email address is not from our domain.
