My notifications for groups is not sending an email?

We are able to setup a single user to get notified of a new issue in JIRA, but when we try to add a group no one gets the email notification.

Does anyone know if there is a setting that needs to be changed in order to email out a specific group whenever an issue has been created?

Does that group also have "Browse Project" permission in the project?
