Multi Site JIRA Instance - License sharing

We have a JIRA instance setup for our site in Europe and we would like to setup another JIRA instance in the US (same company) to have a quicker response.  We plan on remote linking issues between the sites as described by the link at the bottom.  I've read through the document and also done a bit of searching but haven't been able to figure out how we can manage the user pool between the sites. 

To view the full details of an issue on the opposite site (EU user looking at US issue), does the user also need a separate JIRA license on the opposite site?  Is there a way to share the pool of users between the two sites?  We are using LDAP for user authentication.

You can share the user directories with LDAP, but in this arrangement, you will need two Jira licences, one for each Jira system.

But you don't have to have both sets of users on both servers.  If you have two groups in LDAP, such as EU-users and US-users, then you only allow each group to log into their local server, and use their groups to grant permissions to the shared issues.  e.g. US-users can browse project "shared" on the US server, and EU-users can brows project "shared" on the EU server.

Is this a case of a 'distributed issue tracking solution' where geographically distributed teams work occasionally together on a number of projects, while most work is done locally, or is it rather a case where all the content of all the instances needs to be available at all locations?

If it is the first - you might have a look at a synchronization solutions which are available in the marketplace.  It will allow exchanging specific issues between the different instances such that the users don't have the need to hop over to the other tracker.

There are different options available (as listed here), including Exalate.
