We would like to have a generic project with a simple form to collect all kinds of reports from other non-tech departments. Depending on the product where the issue is found, we'd like to move the ticket to the relevant product based project automatically.
What would be the best way to realize this ? Hope you can point me to the right direction.

This is something I would really like on JIRA Cloud.
Please consider adding this feature.
You would need a script and I don't believe they are allowed in the cloud implementation. There is no built in function to do that.
