As an administrator, how can i set a minimum amount of hours to be logged per day and per users? This in order to have users forced to log at least, eg, 8 hours a day.
Max hours per day feature is present, but not the minimum.
The issue, now, is:
user A on MONDAY logs an amount of 8 hours (2 issues)
user A on TUESDAY does not log anything (2 issues)
user A on WEDNESDAY logs 16 hours (2 issues)
total hours are 24 (8 a day average) but spanned in an uncorrect way.

In the scenario you show, is it acceptable for the user A to "correct" his worklogs? That is to change it so 8 hours are logged on TUESDAY and 8 hours on Wednesday. Or do you want the minimum amount of hours to be logged during that day.
@Arnpor: the second one. The best would be that tempo does not allow user to log time on a day if a previous is not completly justified. This is easy in timesheet system "time based", not so in system "task based" as Tempo is.

You more or less can't. What you can do is of course reject the users timesheet if it does not meet the criteria but that's all manual.
What I did was create a service that runs every COB, checks the total time logged by users and send a nagging email.
